A pivotal piece of legislation sponsored by Senator Vin Gopal and Senate President Steve Sweeney was approved by the Senate Budget and Appropriations Committee about a week ago on February 11th, 2021. Bill S1, titled the “Uniform Shared Services and Consolidation Act,” would encourage and facilitate the sharing of local and regional services between municipalities through shared service agreements and joint contracts.

In particular, a major goal of this piece of legislation is to implement shared service agreements and contracts to enhance the quality of services provided to residents while simultaneously managing to decrease the expenditure of taxpayer dollars in certain aspects. Therefore, through this legislation, constituents would be provided a higher level of service per taxpayer dollar. New Jersey has had the highest property taxes of all the states in our nation; an issue that the “Uniform Shared Services and Consolidation Act” could ultimately serve to remediate.

Amidst the current pandemic, the idea of sharing services is even more important than ever before because it can be the key to increasing efficiency and coordination between municipalities.
